Many U.S. oil producers are pumping only enough oil to keep production flat and turning over more profit to investors. Shale gas producers have struggled all year and have not been able to reduce drilling fast enough to counter weak prices. But U.S. oil and gas producers are not looking to spend more, executives said. NOV's average earnings estimate for the fourth quarter was slashed by 7%, while pressure pumping provider Liberty Energy (LBRT.N)'s was trimmed by 3%. "At this point, we still are counting on the fourth quarter to be worse," said Rystad analyst Justin Mayorga.

1 Permian shale producer Pioneer Natural Resources (PXD.N) could further restrain output growth in the largest U.S. oilfield, squeezing pipeline companies and suppliers, executives and energy advisors said. Consolidation, steep cost inflation and investor demands for returns have shrunk production growth this year in the Permian shale formation in West Texas and eastern New Mexico. U.S. oil producers are pumping more oil, but the pace of growth has slowed due to lower drilling activity. Overall, oil companies have cut 36 active drilling rigs in the Permian in the last year, a 10% drop. Recent shale consolidation, including Civitas Resources (CIVI.N) and Callon Petroleum-Percussion (CPE.N), also led to reductions in the combined companies' active drilling rigs.

"The most serious outcome for crude is that the conflict escalates into a more devastating proxy war which could affect crude supply," said Rebecca Babin, senior energy trader at CIBC Private Wealth US. Israel's port of Ashkelon and its oil terminal have been shut in the wake of the conflict, sources said. Goldman Sachs said the conflict reduced the likelihood of normalization of Israel's relations with Saudi Arabia, and the associated boost to Saudi production over time. The conflict is likely to lead to higher volatility and speculation in oil markets, the CEO of Brazil's Petrobras (PETR4.SA) said. High oil price due to the conflict could bolster inflation, analysts said, forcing rate hikes that could dampen demand.

Independent proxy advisory firms Glass Lewis & Co and ISS had recommended a vote in favor of the sale. Magellan, in its proxy, cautions that the merger is not conditioned on the compensation vote and that if the acquisition is approved, the executive compensation is payable. Michael Mears, Magellan's previous chief executive officer, also would receive about $26.5 million in equity, while the company's current chief commercial officer and general council will receive multi-million dollar packages. Magellan, however, said it expects ONEOK to consider the outcome of the compensation vote, along with other factors, when considering future executive pay.

The review was initially expected to be completed last year and earlier was pushed back to spring of this year. A U.S. court last year ordered the federal government to undertake a more intensive environmental study of the pipeline's route under a lake that straddles the border of North Dakota and South Dakota. It is the biggest oil pipeline from the Bakken shale oil basin and can transport up to 750,000 barrels of oil per day from North Dakota to Illinois. "It's a real threat that DAPL could be shut down or shut down to temporarily move it," Lynn Helms, director at North Dakota regulator, Department of Mineral Resources, said last week.

ERCOT faces "a high potential to enter emergency operations this evening" due to low wind generation and high power demand, the grid operator said. AccuWeather forecast temperatures in Houston, the biggest city in Texas, would reach 107 degrees Fahrenheit (41.7 degrees Celsius) on Thursday. MISO projected power use would reach 127,195 MW on Thursday, topping the system's all-time high of 127,100 MW in July 2011.
